HISTORY

In 1980, questionnaires were sent to various agencies providing services to children who have special needs within Northumberland County. Agencies participating in the study included: D'Arcy Place, Family & Children's Services, Northumberland County, Children's Special Training Program, Ontario Society for Crippled Children, Physicians' Medical Clinics and Public Health. The Northumberland and Newcastle Board of Education completed an abbreviated form of the survey. The Cobourg Rotary sponsored this original survey.

The results of the survey indicated a need for a community based parent relief program. The program was implemented June 1, 1981 and has been providing parent respite since the fall of 1981. In June 1989 the Adult Committee of Community Services Group with assistance from Northumberland Family Respite Services, conducted a similar survey resulting in an expansion of the program to include developmentally handicapped adults effective January 1990.

Northumberland Family Respite Services further expanded to include the Family Home Program in April of 1994.

PHILOSOPHY

We believe:

Caring and supportive relationships are at the heart of strong and dynamic communities. Families having a member with a handicapping condition may, from time to time, need support from the community in order to nurture and sustain these relationships.

By responding to these needs, the community gains an opportunity to grow in caring and strength.

MISSION STATEMENT

Northumberland Family Respite Services provides intervals of support and rest for caregivers who are responsible for the continuous care of a family member who has a handicapping condition. Quality care is arranged on a periodic basis with a volunteer host family or individual from the community. This service is provided within Northumberland County.

In support of this we are committed to:

-         enabling people with special needs to be supported by their families

-         providing services which will enhance but not replace the family and community supports

-         being an integral part of the service network for individuals and their families

-         recruiting responsible adults who provide quality care for a dependent family member in a nurturing, stimulating environment

-         ensuring the highest quality care by providing specialized training when necessary

-         providing services which are flexible and are designed to meet the needs of both dependent members and their families

-         encouraging families and their dependent member(s) to be involved in the provision of services

-         providing sound administrative and management practices which will ensure the highest quality service

-         interpreting the philosophy, policies and guidelines of the Ministry of Community and Social Services to best serve the needs of the community

-         demonstrating to the community that individuals with specialized needs can be simultaneously supported and become contributing members of that community
