Sir,

Your letter of the 21 instant having being presented to the Lieutenant Colonel who refused to receive it I took the liberty to open it as the Major had given in his resignation to the late Colonel Chisholm but I can give no Reason why the militia was not called out or returns made as I did not conceive it a Duty incumbent on me ~.
